Target weather in Rule Builder

To recap, here are the conditions available to target weather:

Temp (C) - temperature range in Celsius
Temp (F) - temperature range in Fahrenheit
Weather - weather conditions including sunny, rainy, snow, foggy, rain, windy and cloudy
